1. This is an action cable, see paras 2-5.


2. (C) Action Request: Per reftelcon agreement, Embassy
requests Department instruct U.S. missions in capitals of
countries invited to send delegations to Baghdad for the July
20 preparatory meeting of the Iraq Compact to provide
assurances of U.S. willingness to provide safe and secure
travel into Baghdad from Amman and Kuwait, and from Baghdad
International Airport (BIAP) into the International Zone (IZ)
to the meeting location. Host governments are requested to
keep delegations small and provide names, titles and
nationalities by Monday, July 18.


3. (C) Foreign delegations accepting the U.S. offer will be
offered departure on U.S. military aircraft from Amman and
Kuwait early a.m. on July 20 to arrive at BIAP and then
transfer to the IZ. Two U.S. military flights will depart
Baghdad the evening of July 20, one each to Amman and Kuwait,
for foreign delegations desiring to leave that day. For
delegations who wish to arrive early, there may be a limited
number of seats on the afternoon of July 19 on a U.S.
military flight from Kuwait to BIAP. For those wishing to
depart late, we may able to accommodate them on a July 21
afternoon from BIAP to Kuwait. At this time we do not
anticipate being able to offer transportation and security
assistance to delegations arriving BIAP via commercial air.


4. (C) Action Request: Embassy asks that Department request
DOD to authorize CENTCOM to provide transportation (via
rotary,fixed-wing and ground vehicles) for foreign
delegations' travel as outlined in paras 2-3. Foreign
delegations' presence at the July 20 Iraq Compact meeting is
critical to further U.S. strategic objectives in Iraq. Post
understands that MNF-I is legally unable to accommodate
dedicated air transportation and security requests for
foreign citizens without DoD approval. As many of the
delegation members are citizens of non-Coalition states, we
request that the appropriate waivers be granted.


5. (C) Issues relating to reimbursability for this request
are left to the Department.


6. (SBU) Countries and multilateral organizations to which
co-chairs Iraq and the United Nations have extended
invitations to the July 20 Compact meeting are: France,
Germany, Italy, Japan, Kuwait, Saudi Arabia, South Korea,
Spain, United Kingdom, United Arab Emirates, USA, IRRFI
(Canada is Chair),Arab Development Fund, European
Commission, IMF, Islamic Development Bank, United Nations and
World Bank.
