On 3/7, the Ambassador raised reftel concerns regarding
Venezuela's candidacy for the UNSC and conveyed our support
for Guatemala. FM Rachid assured us she shared our concerns
and that Paraguay would support Guatemala for the UNSC and
not Venezuela. In addition to Venezuela's unreliability in
addressing serious issues that come before the UN, Rachid
noted the fact that Guatemala had never served as member of
the UNSC and Venezuela had on several cases constituted for
Paraguay another reason to support Guatemala's candidacy.
