(U) On 3/7, PolOff discussed reftel points with Roberto
Caballero, deputy assistant to the MFA's Director of The
Americas, Cynthia Filartiga. Caballero indicated Paraguay
would seriously consider USG concerns on this issue and
respond at a later date. Post will forward any substantive
