Terumi Matsuo, the MFA's Director of International
Organizations, told PolOff December 18 that Paraguay intends
to support the USG position and vote "yes" on the
resolutions. Matsuo also stated that Paraguay intends to
vote against the no-action motions. (NOTE: Paraguay's U.N.
votes are generally in concert with the votes of the leading
Mercosur countries, Argentina and Brazil. Paraguay rarely
deviates from that voting pattern. END NOTE).
