1. (U) This is an action request see para 2.
2. (C) The MFA has sent Post a diplomatic note October 16
requesting U.S. support for Paraguay's candidate, Minister
Maria Jose Argana, for the Presidency of the Interamerican
Commission on Women. The vote is to take place during the
November 13 - 15 meeting in San Salvador. Paraguay is
proposing in exchange to support the US candidate for the
International Law Commission at the UN. Post requests a
response to convey to the GOP.
3. (C) COMMENT: PolOff has continuous contact with Argana who
is the Minister of Woman's Affairs. She is very engaging and
approachable. Argana has strong ties to President Duarte.
Her family is prominent in Colorado Party circles. Argana
has worked on the president's campaign and is a member of the
women,s commission in the Colorado Party ruling board. END
