Pol Couns spoke with Terami Matsuo, MFA's Director of
International Organizations October 19 urging Paraguay
reconsider its support for Venezuela in view of its dismal
prospects for obtaining the votes necessary to gain election
to the UNSC. Matsuo stressed that Paraguay had formally
committed itself as a member of MERCOSUR to support
Venezuela. However, she noted that she had heard that both
Argentina and Brazil may have abstained recently in the
balloting, which to her view, would free up Paraguay to cease
its support for Venezuela. She was going to look into this
matter and get back to us. Separately, she noted
identification of a compromise candidate might offer a way
out but that the meeting of GRULAC to that end October 18 had
not produced an agreement on the part of the candidates to
stand down.
