PolCouns met with MFA U/S for Multilateral Affairs Mario
Sandoval September 27 to stress U.S. priorities at the second
UN Human Rights Council particularly as pertain to the
utility of country mandates and Special Rapporteurs.
Sandoval noted that Paraguay has only five diplomats assigned
to its mission in Geveva and that all are focused on the WTO
with none following the activities of HRC. He said that he
would pass on our message but offered little hope Paraguay
would engage on this matter.
