(C) Per reftel request, we notified MFA Arms Control and
Disarmament Department Head Serhan Yigit on August 28 of US
gratitude for Turkey's decision to provide a CFE entitlement
of 63 tanks, and offered to bring a team of experts to Turkey
on September 8 to answer any remaining questions. As
anticipated, Yigit informed us that Turkey's questions about
the US request have been answered. The GOT has made its
decision on the extent of the entitlements it can offer and
does not believe that further discussion is necessary. Yigit
did state that a bilateral meeting on the margins of the
September 21 HLTF meeting should be possible.
