1. (C) We delivered reftel dipnote and CV to MFA
International Organizations Department desk officer Peyami
Ciklakalyoncu on August 23. He said that Turkey prefers to
make reciprocal agreements of support for candidates when
possible. He stated that he understood that the USG does not
make such arrangements, referring to a diplomatic note
received from USUN New York (regarding Turkey's candidate for
the International Law Commission, Dr. Rauf Versan) to that
effect.
2. (C) He said that perhaps an informal arrangement could be
made where an exchange of unilateral written notes of support
for each other's candidate could be organized. In any case,
he undertook to pass the dipnote and CV to the relevant
offices and promised that careful consideration would be
given to Matheson's candidacy.
