ANKARA 3943 Classified By: Pol-Mil Counselor Carl Seibentritt, reason 1.4 b/d. ¶1. (C) We delivered ref a demarche to Turkish MFA Disarmament and Arms Control First Secretary Guven Begec on July 12. Begec said Turkey was also very concerned by the North Korean launches and noted the MFA's statement in reaction to the launches (ref b). Begec informed us that he has been following the situation and statements by other countries and organizations closely and has seen a consistent message of disapproval from the international community. However, he said the lack of a strong statement by the United Nations Security Council is very noticeable at this time. ¶2. (C) Begec added that the GOT has been concerned about the apparent close cooperation between North Korea and Iran for some time. He said that FM Gul's talking points for his recent meetings with Iranian officials have included warnings to Iran to distance itself from North Korea's weapons and nuclear programs.
