1. (C) We delivered Turkey's TIP report country text and
points (reftel) to MFA Head of the Asylum and Migration
Department Melih Ulueren June 5. Ulueren expressed
appreciation for the bilateral work done to fight what he
termed "modern-day slavery." In a constructive tone, he said
the GOT understands very well the problems remaining with
Turkey's ability to identify victims properly and to
prosecute traffickers effectively, which he said in part
stems from confusion on the part of police and prosecutors
about under which penal code statute to charge and prosecute
traffickers. To that end, the MFA is pushing with other
ministries to get a legislative fix that will clarify the
issue and increase awareness.
