1. (C/REL USA, GBR, AUS, CAN) Turkish Mosul Consul
General-designate H. Avni Botsali informed us June 1 that he
will postpone his arrival in Mosul until June 7. The Turkish
military is requesting flight/landing clearances through
CENTCOM for June 7; Botsali plans to drive back to Turkey.
He plans to stay about eight days. He has provided the
Ninewah governor with a draft lease agreement for the
building the Turks plan to use as their consulate general.
He is prepared to stay longer if necessary to complete
negotiations.
2. (C/REL USA, GBR, AUS, CAN) A document Botsali provided to
us (and we forwarde to PRT Mosul and Embassy Baghdad)
reiterates the following requests from the USG in addition to
aircraft clearances:
-- Access for Turkish Consul General and his delegation to
the regional PRT and MNF premises as and when needed;
-- Security escort between Habur and Mosul (both ways) for
the party which will proceed by land;
-- It would be welcome if the US authorities would wish to
assign a liaison officer to the Turkish Team during their
stay in Mosul;
-- Appointments with CMNF and the Political Officer (if
possible a pol-mil briefing about the city and the security
situation)
Separately, Botsali has requested a timeline/chronology of
security incidents in Ninewah or Mosul over the past several
months.
