1. (C/REL USA, GBR, AUS, CAN) Turkish Mosul Consul
General-designate H. Avni Botsali contacted us May 24 to
convey the GOT's revised request for limited CF support for
his next mission to Mosul. Botsali reported that the
Governor of Ninewah Province has undergone successful surgery
at an Ankara military hospital and is recuperating. Botsali
now hopes to travel to Mosul on June 1 or 2 directly from
Ankara on a Turkish military C-130 with the Governor, about
seven GOT staff, and an armored vehicle. An additional nine
or so security personnel will drive over the Turkey-Iraq
border ahead of time in three armored vehicles and meet the
airplane in Mosul. The Turkish team will be housed by the
Ninewah Governor and will stay in Mosul for about a week,
during which time Botsali plans to formally take possession
of the consulate property, sign the necessary contracts and
paperwork, engage some local staff, and hire contractors to
survey the property and decide on necessary improvements.


2. (C/REL USA, GBR, AUS, CAN) Per reftel, Botsali repeated
that the Governor of Ninewah will provide a security escort
while the Turkish team moves about in Mosul. He added that
PRT Mosul/TF Band of Brothers personnel are welcome to join
him if they wish, but he is not/not making this a request.
Another change is that Botsali and his team plan to drive
back to Turkey, stopping in Dohuk to call on the provincial
governor and on Iraqi officials in Zakho.


3. (C/REL USA, GBR, AUS, CAN) To summarize Botsali's request
for CF assistance:

--Landing clearance for one Turkish military C-130 (we
understand Turkey now has a reliable system for such requests
through their liaison officer at CENTCOM HQ);

--Security escort for three Turkish vehicles from the border
to Mosul and (upon completion of Botsali's visit) for four
Turkish vehicles from Mosul to the Turkish border. We asked
Botsali if the Iraqis could provide this. He said he had
made the request but was unsure if they would be able to.
Additionally, we believe escort may only be needed from the
Green Line to Mosul, not all the way from the border. Given
that Botsali now plans to make calls in Dohuk and Zakho as he
drives from Mosul to Turkey, we understand this could make a
MNF-I escort north of the Green Line all that much more
complicated.

--Botsali recalled that on his last visit he and his team
were issued papers they could provide to pass through
security checks--he asked these be reissued.

--Calls on PRT Chief Munter and BG Rife. Among other issues,
Botsali seeks a current political and security assessment of
Mosul and to engage on establishing a system for reaching out
to PRT Mosul in case of "a crisis."
