1. (C) We met MFA Africa Department Head Raif Karaca on May
17 regarding support to the Darfur Peace Agreement, including
NATO support to peacekeeping operations and humanitarian
assistance (ref A). He welcomed the UNSC resolution passed
May 16 and said the GOT is keen to support a United Nations
operation as long as the Sudanese government welcomes one.
Regarding humanitarian aid, he said Turkey had provided a
field hospital tent and 40 tons of food and medical supplies
after Prime Minister Erdogan's March visit (ref C). He
promised to share our points with the MFA's United Nations
section, which is responsible for further humanitarian
assistance.
2. (C) Turkish General Staff J-3 Operations Chief MG Mehmet
Eroz told us May 16 that Turkey's dedicated C-130 for the
NATO missions in Sudan remains valid until the end of
October. While Turkey has not pledged additional assets for
the possible expansion of the NATO mission, Eroz thought
Turkey would send a small number of staff officers if the
Alliance's role in Darfur was expanded.
