1. (C) We met with Turkish MFA International Political
Organizations Deputy Director General Tunc Ugdul May 2 to
discuss ref A points on the upcoming 29th International
Conference of the Red Cross and Red Crescent in Geneva in
June. He said he expected the GOT's position will likely
remain the same as their December "yes" vote. He noted that
the GOT's position was not easy as a member of the
Organization of the Islamic Conference (OIC) but Turkey would
look to "inject moderation" into both sides.
2. (C) Ugdul said the proposed amended statutes opened the
way for the universality of the movement but expressed
Turkey,s preference that the decision be made by consensus.
He noted the GOT hoped the reasons that prevented consensus
in the past could be eliminated and emphasized that the
movement should work with the participation of all members.
