1. (C) Polcouns delivered reftel diplomatic note December 12
to Thamer Adwan, Director of the Foreign Minister's private
office, and to Mahmoud Hmoud, the Ministry's legal advisor.
Adwan and Hmoud stated that the ministry would provide a
substantive reply after studying the proposed framework
thoroughly.
2. ( C ) Polcouns also conveyed reftel request that the GOJ
accept Guantanamo detainees Abu-Kabir and Al Hussein. Adwan
and Hmoud similarly replied that GOJ agencies concerned would
look into the matter and get back to us with the GOJ's
response.
