(C) Foreign Minister Khatib confirmed to Ambassador October
19 that the GOJ "agrees in principle" to host a NATO training
center, if asked, but only if NATO, the USG or other donors
could fully fund the project with new assistance. The GOJ
itself would not be able to fund the center.
