head of Foreign Minister Khatib's private office. Haddad was
aware of the conference, and promised to pass our points
directly to FM Khatib. Speaking informally, Haddad noted
that a lack of participation by Arab States could be
perceived as a lack of support for the new Iraqi government,
furthering Iranian claims to be Iraq's true partner. Post
will forward any substantive reply from the GoJ once received.
