The EXBS Advisor coordinated with U.S. Departments of Commerce (DOC),Energy (DOE),Homeland Security (DHS) and State (DOS) to finalize scheduling for Jordan-related EXBS events through the fall of 2006. DOE hosted a Technical Nuclear Export Control Workshop in Amman. The Wisconsin Project demonstrated its RISK REPORT in Amman. The DOE MEGAPORTS and `CORE'/Second Line of Defense Assessment Team plans to visit Jordan during the week of May 15, 2006. END SUMMARY. II. ITEMS OF BROAD INTEREST. None. III. COMPLETED ACTIONS FOR THE REPORTING PERIOD. ¶A. SITE ASSESSMENTS, MEETINGS AND OTHER SIGNIFICANT ACTIVITIES DURING REPORTING PERIOD. ¶1. On March 5, the EXBS Advisor participated in meetings with representatives of Sandia National Laboratories (SNL) to discuss border security ideas of benefit to Jordan. SNL offered to fund a small group of Jordanian experts to come to Albuquerque to work jointly for about a month with SNL scientists on developing ideas that could be of benefit to Jordan, such as the use of emerging technology in the design of a new generation of explosive detection sensors. SNL will send a formal invitation to the Jordanian Embassy and the EXBS Advisor will coordinate the response. The SNL Representatives were: Amir H. Mohagheghi, Ph.D., Middle East Regional Program Manager, Cooperative Monitoring Center (CMC),Randall L. Rigby, LTG USA (ret.),Deputy for Programs, Strategy & Policy, SNL; Don Glidewell, Manager, Regional Security & Multilateral Affairs, SNL; and M.T. Olascoaga, Manager, Cooperative International Programs, SNL. ¶2. On March 7-8, the EXBS Advisor acted as control officer for the visit of David H. McCormick, Undersecretary of Commerce for Industry and Security. Details of his visit are reported septel, and related Memoranda of Conversation have been relayed by e-mail separately. ¶3. During March 13-19, the EXBS Advisor contacted Jordanian officials in Aqaba to identify vetted husbanding agents for use by the Military Assistance Program, Defense Attach Office, Amman. ¶4. During March 20-21, the EXBS Advisor assisted representatives of the WISCONSIN PROJECT (WP) to make presentations of the risk report to Jordanian officials and members of the Embassy country Team. The WP is an automated database of historical EXBS-related information, including bad actors in proliferation, dual-use and WMD related technologies, etc. Jordanian officials will have access to the report for one year based on a grant from ISN/ECC. Members of the Embassy country team also requested access to the report. ISN-ECC is reviewing the country team request. ¶5. During March 1-26, the EXBS Advisor, at the request of the Deputy Chief of Mission, completed coordinating a new working group composed of country team members from DAO, FCS, POL and EXBS. This working group met to discuss and coordinate Embassy approaches to munitions issues likely to affect Jordan in the future. The group met on 26 March and prepared recommendations for the DCM. EXBS advisor will forward these recommendations to ISN/ECC. ¶6. During March 27-30, the EXBS Advisor attended the annual EXBS Conference. ¶7. During March 1-30, the EXBS Advisor completed final revisions of the EXBS `Condition Precedent' for use with the GoJ during ¶2006. This `Condition Precedent' will be one of the requirements placed on the GoJ for the Economic Support Fund Cash Transfer. ¶8. During March 1-30, the EXBS Advisor contacted the Director General of the Jordan Atomic Energy Commission and his staff to coordinate efforts on the part of his Turkish counterpart to arrange a joint meeting with their Iraqi counterpart. This meeting will likely occur in June 2006 in Turkey and will address issues of mutual concern between the three government officials. ¶9. During March 1-30, the EXBS Advisor continued coordination with the Front Office and DHS to prepare and forward a formal invitation from the Front Office to the DHS to visit Jordan and begin evaluation of Jordan for possible inclusion in the Container Security Program (CSI). CSI officials expect they will be able to make an initial visit to Jordan during spring or summer 2006. ¶10. During March 1-30, the EXBS Advisor assisted DOE and ISN/ECC, DOS to coordinate the future visit of a MEGAPORTS AND `CORE' - Second Line of Defense assessment team to Jordan. The team plans to visit Jordan during the week of May 15, 2006. The team will assess the port of Aqaba, visit selected border sites, and meet with Jordanian officials to discuss Jordan's interest in being included in the DOE MEGAPORTS and CORE/Second Line of Defense Initiatives. ¶B. TRAINING CONDUCTED DURING REPORTING PERIOD. ¶1. EXBS: (1) February 27 - March 1, "Nuclear Export Control Workshop," Amman, Jordan. (2) March 20-21, Demonstration of WISCONSIN PROJECT and its RISK REPORT to Jordanian officials and members of the Embassy Country Team, Jordan. ¶3. OTHER: None. ¶C. NO CHANGE - Border Management Committee: Jordan is currently designing the structure and charter of this multi-agency committee. Jordanians expect this committee to be the executive- level body overseeing EXBS policy/law. ¶2. NO CHANGE - Border Management Task Force will conclude its service and disband in April 2006. ¶F.
