1. (SBU) Summary: The Kazakhstani Government has expressed
interest in information exchange with relevant USG bodies to
help combat weapons proliferation, as well as training
courses for its specialists to study U.S. practices. See
request for guidance, para. 5. End summary.
2. (C) In response to the October meeting between Kazakhstani
Foreign Minister Tokayev and Under Secretary Bob Joseph, the
Kazakhstani Ministry of Foreign Affairs sent Embassy Almaty a
diplomatic note containing a proposal on the implementation
of the &Krakow Initiative.8 Embassy translation follows
(note internal numbering):
Proposals of the Republic of Kazakhstan on Practical
Implementation of the "Krakow Initiative"
1. The Kazakhstani party announces its readiness to reveal,
prevent and curb illegal circulation and trans-border
transfer of materials related to weapons of mass destruction
and means of delivery via the airspace of the Republic of
Kazakhstan.
2. To implement paragraph 1, the Kazakhstani side has
elaborated an action plan to implement measures at internal
and international levels.
3. Kazakhstan expressed interest in information exchange
with the relevant bodies of the United States in the
following directions:
-- on possible intention or facts of illegal use of the
airspace of Kazakhstan by foreign aircraft;
-- about physical and legal entities involved in theft,
organization of illegal channels of delivery of materials
related to weapons of mass destruction, and means of its
delivery as well as of channels of illegal import (export,
transit);
-- about efforts to obtain products falling under export
control in Kazakhstan;
-- about new technologies for creating weapons of mass
destruction and the equipment used for these purposes.
4. The Kazakhstani party is interested in organizing for its
specialists training courses to study U.S. practices to
operationally check the availability of materials related to
weapons of mass destruction and means of its delivery on
board aircraft.
5. The Kazakhstani party expresses its confidence in
strengthening cooperation on these issues.
4. (C) In a January 20 meeting with EUCOM Deputy Gen. Charles
Wald, Security Council Chairman Bulat Utemuratov indicated
that he would be the POC for PSI-related matters.
5. (SBU) Action request: Post requests guidance on how to
respond to the GOK's diplomatic note.
