In an August 31 meeting, Energy Officer delivered reftel demarche and text of the G8 Statement on Energy Security Principles to Dauren Toleukhanov, Deputy Director of the Europe and Americas Department of Kazakhstan's Ministry of Foreign Affairs (MFA). Toleukhanov acknowledged that the statement appeared constructive, and told Energy Officer that his government would consider making a public endorsement. ¶2. Energy Officer also passed a copy of the statement to Tleuken Akhmetov, Chief of Staff of Kazakhstan's Minister of Energy and Mineral Resources (MEMR),Baktykozha Izmukhambetov, on August 22. Akhmetov agreed to circulate the statement, along with the USG request, within MEMR while awaiting formal instructions from the MFA. ORDWAY
