1. (SBU) Summary: The Kazakhstani MFA welcomes progress in
the U.S. and India on laying the groundwork for civil
nuclear cooperation, and will consider making a statement of
support at the upcoming NSG meeting in Vienna. Kazakhstan
would like to ensure that Pakistan's views are considered as
the initiative moves forward, however. End summary.
2. (U) During an August 28 meeting with Deputy Foreign
Minister Kairat Abdrakhmanov, the Ambassador conveyed Ref A
demarche and non-paper. Abdrakhmanov agreed to consider the
request for a statement of support, noting that it was good
to hear that progress was being made in both the U.S. and in
India.
3. (SBU) Abdrakhmanov asked how the U.S. planned to engage
with Pakistan on the subject of civil nuclear cooperation.
He stressed the need to take Pakistan's views into account
when crafting an exception to NSG rules for India. The
Ambassador responded that at present we were working only
with India, which had agreed to many elements of
transparency and control that Pakistan was not willing to
undertake.
4. (SBU) Comment: As noted in Ref C, Kazakhstan's status as
a member of the Organization of the Islamic Conference means
that it must balance its natural desire to supply uranium to
India with the need to avoid appearing to act against
Pakistan's interests. End comment.
