(C) On receipt of reftel instructions, Ambassador phoned MFA Secretary
General Lamamra's office and learned that Lamamra was out of the countr
Lamamra's office undertook to convey reftel points that DCM delivered a
non-paper. DCM then followed up with MFA Counselor and former Algerian
Ambassador Abdallah Baali, stressing our request that Algeria urge Qata
not to press for a vote today in New York, but allow more time for ongo
efforts to resolve the crisis to bear fruit. DCM noted that the U.S.
would not be able to support the current text. Baali said he would
discuss the Qatari resolution and the U.S. position with senior colleag
in the absence of both the Foreign Minister and the Secretary General.
added that Algeria hoped to be able to avoid a U.S. veto.
