(S) In a February 27 meeting with Taiwan's Bureau of Foreign Trade (BOFT),AIT delivered ref A demarche and received assurances that BOFT would investigate the cases mentioned. As requested in the demarche, BOFT also provided AIT with an accuracy report on the Manford Vertical Machining Center. AIT has emailed the accuracy report via unclass email to TC and ISN/MTR. ¶2. (S) During the February 27 meeting BOFT also discussed in detail Japan's annual "Asia Export Control Seminar" that it attended in late February in Tokyo. According to BOFT, representatives from 21 economies attended, including Australia, China, Germany, Hong Kong, Singapore, the UK and the United States. Taiwan sent three representatives, including Export Control Task Force Head Wally Su. Su said he made Taiwan's first-ever formal presentation in this forum on its export control regime and fielded many questions from other representatives (being careful to always refer to Taiwan as "Chinese Taipei.") Su told AIT he took advantage of the event to establish export control investigation contacts with other economies. Su said the representative from China sat next to him and was the focus of much tough questioning. ¶3. (SBU) BOFT is now preparing for an export control seminar in Taipei to be held March 21 that will focus on a comparison of Taiwan's and Japan's export control systems. BOFT expects about 200 participants in the seminar, including about 100 people from Japanese companies located in Taiwan, about 30 people from U.S. companies located in Taiwan, and about 70 people from Taiwan companies. Topics will include restrictions on high-tech investment in China, Japan's Internal Compliance Program, and Taiwan's semiconductor exports. BOFT will coordinate with AIT on the invitations to U.S. companies. Taiwan Technology Controls -------------- ¶4. (C) KMT Legislator Lee Jih-chu, co-chair of the LY Infotech Committee, on February 24 provided AIT with a copy of the KMT version of the "Sensitive Technology Protection Law" and offered to consider any suggestions Washington agencies might have for changes or additions to the draft law. Since this law is a vital component of Taiwan's export control regime covering intangible technologies, we see this offer as a valuable opportunity to strengthen Taiwan's export controls.
