¶1. Poloff and Mr. Richard Levy, Second Secretary of the
Australian High Commission, delivered reftel demarche on
October 12 to Mr. Edward Ogbonna, Assistant Director of
Second United Nations Division of the Nigerian Ministry of
Foreign Affairs. We previously demarched Mr. Ogbonna in June
on the same topic (ref B). Mr. Ogbonna still had little
knowledge of the draft Declaration of the Rights of
Indigenous Peoples (DRIP),but agreed again to review the
materials provided and to pass the information to his
superiors at MFA and to his colleagues in New York.
¶2. As stated in ref B, post recommends that Washington and
USUN officials raise the DRIP with their Nigerian
counterparts to ensure that the decision-makers are aware of
the serious problems the DRIP could pose for Nigeria.
