1. (C) On the evening of September 13, UAE Foreign Minister
Sheikh Abdullah bin Zayed Al Nahyan (AbZ) told Ambassador
that the UAE would not/not host the land-based portion of the
PSI-related exercise LEADING EDGE, which is to take place in
the Gulf in late October. Post continues to press the UAE to
participate as an observer in other parts of the exercise.
2. (C) Post had made an initial request that the UAE host
the port-side finale to LEADING EDGE (involving customs and
enforcement officials) on July 26 (ref C) and has been
following up through MFA and the office of Crown Prince
Sheikh Mohammed bin Zayed Al Nahyan since that time. In
meetings September 5 and 6 with MFA's Director of the
International Organizations Department Yacub Al-Hosani, the
point person on PSI and related issues, PolChief reinforced
the importance of the exercise and the urgency of a response
from the UAEG. Al-Hosani said the matter was still under
consideration. Late on September 11 Al-Hosani told PolChief
the UAE "apologized" for not hosting, which came one day
after the Foreign Minister's noncommittal response to
Ambassador (ref A). AbZ's September 13 confirmation that the
UAE will not host redirects our efforts to encouraging UAE
participation as an observer.
3. (SBU) Regarding ref B public list of PSI participants,
PolChief confirmed in his September 5 meeting at MFA that the
UAE was comfortable with being listed publicly as a
participant in PSI. The UAE has not, however, joined in
previous PSI conferences or exercises, apologizing on
"scheduling" grounds for not having been present at the
Warsaw conference earlier this year or exercise ANATOLIAN SUN
in Turkey.
