SUBJECT: AL MANAR NEXT STEPS

B. CAIRO 5270
C. ABU DHABI 1120
Classified By: CDA Martin Quinn, reason 1.5 (b) and (d).
(C) Post shares assessment by Cairo (ref B) of the extremely
dim prospects for progress (and possible risk of backfire) in
attempting to remove Al Manar from Nilesat or Arabsat in the
immediate post-Lebanon conflict environment. While Al Manar
clearly propagates a one-dimensional message of support for
Hizballah and is widely viewed by its supporters, the station
is not a primary news source in the UAE. Al Jazeera and Al
Arabiya have more credibility among and influence upon Arab
viewers. While we will keep Al Manar on the agenda, we feel
that prospects for traction are at a low ebb and we should
wait for a better time to push the issue.
