(SBU) Post received reftel Blue Lantern request concerning an intermediately consignee, Gulf Technical Trading & Services L.L.C. (GULF). On May 10 ConGen Dubai spoke with Dr. Jamal Al Murra, deputy commander of the Dubai Police Force (the person mentioned in reftel as having signed the end use certificate). Dr. Jamal reported that the sniper rifles were for the use of the Dubai Police's Sniper Unit, under Brigadier Mohammedi, and had been ordered through GULF. Dr. Jamal expressed concern that the police had not yet received the rifles. ¶2. (SBU) When asked about negative information concerning GULF, Dr. Jamal stated that the Dubai Police had no negative information regarding GULF. He stated GULF was a known entity and Dubai Police had ordered through them in the past. ¶3. (SBU) ConGen reported this information to the ICE Attache and ECO. Both ICE Attache and ECO consider this transaction FAVORABLE and recommend the approval of this license. SISON
