On October 3, President Robert Kocharian signed the executive
order calling for a November 27 referendum on the proposed
constitutional amendments. With a firm date now set for the
referendum, campaigning for (and against) the Council of
Europe-blessed package of constitutional amendments will
begin in earnest.
