1. (U) Sensitive But Unclassified. Treat Accordingly.


2. (SBU) We delivered demarche and talking points
regarding USG reform priorities at the United Nations
on June 21 to MFA International Organizations
Department Chief Valery Mkrtumyan per reftel
instructions. We followed up with Mkrtumyan during a
meeting at the Embassy on July 1. During both
conversations, Mkrtumyan said that the GOAM did not
foresee any "disconnects" between the USG and GOAM
policies on UN issues but would not commit to voting
more closely with the USG than in past years.
Mkrtumyan indicated that Foreign Minister Vartan
Oskanian's heavy travel schedule, together with his
absence from Yerevan June 22-June 30, made it difficult
for the GOAM to react fully to our policy priorities.
He said he had instructed Mher Markaryan, newly
appointed UN Desk Officer, to forward formal reaction
to our talking points by mid-July to the Embassy and to
our mission in New York. We will forward additional
reactions as they become available.
