AUSTRIAN RESPONSE

1. (U) This message is sensitive but unclassified.
2. (U) Embassy Vienna conveyed reftel points and the draft
resolution to the Austrian MFA Human Rights Bureau on
February 23. EconPolOff followed up on February 25 with Eva
Koegler, MFA Director for International Women's Issues, who
will represent Austria at the ten-year review meeting in New
York. Koegler said she did not find the draft resolution
controversial and thought it likely that Austria will support
it. She anticipates, however, that other delegations will
propose a number of amendments.
3. (SBU) Koegler said that more detailed discussion of the
strengths and weaknesses would have to wait until EU missions
discuss the draft in New York. She thought that parts of the
resolution were too general, however. Citing OP2 as an
example, she argued that far more specific language should
replace the phrase "clear property and inheritance rights."
