1. Post delivered reftel talking points and background to
Thomas Jakl, the head of the Chemicals Department in the
Ministry for Agriculture and Environment, and to the head of
the Ministry of Foreign Affairs' Environment and Sustainable
Development bureau on February 4. EmbOff followed up with
Jakl on February 10. He said that the Austrian government
"does not have a problem" with the U.S. concept of creating
mercury partnerships. Since these partnerships would be
voluntary, he emphasized the importance of having
governments vest such partnerships with strong commitments
and recommendations for significant mercury reductions.
2. Jakl believes that EU member states will give a great
deal of leeway to the European Commission to draft a common
EU position for the Governing Council meeting in Nairobi.
The common position may include the option to negotiate a
binding convention on mercury, Jakl concluded.
