1. (SBU) Embassy Vienna delivered reftel points and a copy
of the U.S. draft compliance resolution to MFA Acting
A/S-equivalent for International Organization Affairs Helmut
Boeck on September 30. Pol Unit Chief followed up on October
5 with MFA A/S for Nonproliferation and Arms Control Dorothea
Auer.
2. (SBU) Auer told us that the Austrian UN delegation
(including Boeck) expect the matter of the UNFC resolution to
come up at the October 7 U.S.- EU Troika in New York. Auer
noted that the principle of compliance with international
nonproliferation obligations is not controversial and has a
high priority among EU member states. Following the Troika,
EU states would consult among themselves and seek consensus
on the draft resolution. Austria would be strongly inclined
to join such a consensus. Auer added that she did not know
of any competing resolution drafts.
