1. On July 7, EconPolCouns provided copies of reftel U.S.
proposals to Dorothea Auer of the Austrian Foreign Ministry's
non-proliferation bureau. Auer undertook to convey the
texts, covering propellant tanks for liquid rocket engines
and thermal batteries, to Austrian experts in preparation for
the September 2005 Technical Experts Meeting (TEM).
