(SBU) Embassy Vienna conveyed reftel points to the Austrian Ministry of Foreign Affairs on April 15. The MFA responded that the Foreign Minister was unlikely to attend, but that a decision was still pending on who would represent Austria at the Community of Democracies conference. After a series of follow-up conversations, on April 20, Helmut Boeck, DAS-equivalent of the MFA's International Organizations Bureau, told us that Austrian Ambassador to Chile Walter Howadt would represent the GOA. Brown
