1. (C) Polmiloff delivered reftel talking points and
questions/answers to Paul Wilke (Head, Nuclear Affairs and
Non-Proliferation Division, MFA) October 18 . Wilke said he
would pass the points to the Dutch delegation in preparation
for the October 19-20 NSG Consultative Group in Vienna. He
added that the Dutch are "realistic about this fait
accompli," and will try to "make the best of it". Wilke
noted that many of the objections the Dutch might raise
during the Consultative Group are intended for Dutch domestic
political consumption -- the Dutch government would like to
be able to tell Parliament that it made a "good faith effort"
to raise concerns related to Dutch nuclear industry posed by
the U.S.-India civil nuclear cooperation agreement.
