(C) Poloff delivered reftel points to Karel van Kesteren, MFA Director for UN and IFIs, on July 12, emphasizing that one of the USG's top five priorities for UN reform is to complete the CCIT. Apparently unaware of the upcoming New York discussions at the end of July, he acknowledged that the Dutch agree with the USG points and strategy for New York. Regarding the two outstanding issues (military forces/liberation movements) he acknowledged the OIC has been implacable, citing Pakistan as an example that uses the negotiations to keep Kashmir in the limelight. Van Kesteren reiterated that the Chairman's draft text for the HLE outcome document had good language on terrorism, which he hoped would help set the tone for the CCIT debate. BLAKEMAN
