1. On 06/28 the Tegucigalpa-based liberal daily "La Tribuna"
published an editorial entitled "Teeth." "Surely
unemployment, gang growth, Pueblo-Panama Plan and
immigration issues will be the main subjects of the Central
American Summit and will also have the participation of the
presidents of Mexico, Colombia, IBD and the OAS' and ILO's
Secretaries General."

"In informal meetings the predominant subject, after what
happened in Ecuador and Bolivia, will be the situation in
Nicaragua. Mr. Enrique even considered moving forward the
elections but last weekend he withdrew his decision and will
finish out his governmental term."

"Perhaps this is a great opportunity to consider what these
countries can do to discourage these falls. Perhaps together
they can decide to take matters to the OAS in order to
qualify the recognition that would be given to a government
that rises this way."

"In Nicaragua the situation has deteriorated to a point
where Congress and the Executive power didn't even sit down
to talk things through, ignoring the mediation efforts by
the OAS Secretary General. Dialogues function well until
patience bursts and the parties have gotten to an
irreconcilable position and don't even want to talk to each
other. In these cases teeth measures are necessary to
obligate them to look for ways out that are not based on
whim."
