1. The Tegucigalpa-based moderate paper "El Heraldo"
published an editorial entitled "Bad Politicians and
Underdevelopment" "The partisan manipulation of
institutions upon which depends the good management of
political, social, and economic issues of a country is,
unfortunately, a characteristic of the poorest and most
underdeveloped nations of the world. Without a doubt, it is
evident that there is a direct link between the method of
doing politics and a country's situation."

"While in Honduras, the Public Ministry, one of the pillars
of justice, is immersed in a crisis that was created because
of the way that its highest authorities were elected. In
another Central American poor country, Nicaragua, there is a
crisis of colossal proportions which, as the Secretary
General of the OAS himself warned, threatens the peace of
the country and `the development of its democratic
process.'"

"Bolanos' solitude is evident, in spite of the support of
the American Embassy. Next week the OAS will try to reverse
the failure of its Secretary General that couldn't
reestablish the dialogue between the conflicted parts."

"When political parties, such as in Nicaragua or Honduras,
are driven by powerful factions that are more interested in
the conservation of power than in finding solutions to the
problems of the impoverished population, these are the
results: acts that threaten institutions, chaos, poverty,
and underdevelopment."
