The San Pedro Sula-based liberal daily "Tiempo" carried an editorial entitled "Continental Summit." "The Central American presidents, Mexico, Chile, Colombia and the Secretary General of the Organization of American States SIPDIS (OAS) will meet in Tegucigalpa the 29 and 30th of this month to hold a meeting of the Tuxtla Gutierrez Mechanism as well as a regular meeting of the Central American Integration System (SICA)." "The purpose of this continental summit is to analyze and make decisions regarding the Puebla PANAMA Plan (PPP) and examine the integration process in Central America. Other topics that will be discussed are the fight against terrorism, organized crime, and situations of ungovernability in the region." "In the course of these two days of the Summit of Presidents, more than likely the attention of the presidents and the ministries of foreign affairs will be focused on critical problems, among which are the situations in Nicaragua and Panama." "Also, this Continental Summit offers some hopes on a possible alignment in Latin America based on the North-South blocks that seem to be the basis of North American diplomacy in dealing with Latin America."
