State does not plan to release the text of the Secretary's
message but has no objection if the Government of Hong
Kong wishes to do so. There will be no signed original.

Dear Mr. Tsang:
Congratulations on your selection and appointment as Chief
Executive of the Hong Kong Special Administrative Region.
I look forward to working with you as we address the
issues and challenges that face us in today's world.
The United States and Hong Kong enjoy a strong partnership
in many areas, and we appreciate Hong Kong's role as one
of the world's most open economies. We look forward to
Hong Kong's hosting of the World Trade Organization's
Sixth Ministerial Conference in December. We also greatly
appreciate Hong Kong's strong support in the war on
terror.
I am confident that as Chief Executive you will continue
to work hard to promote democratic reform, development,
and continued economic prosperity in Hong Kong.
