(C) Embassy on November 8 delivered Ref A para 5 talking points on U.S. voting priorities in the UN Third Committee to MFA UN affairs director Michelle Cohen as a non-paper, and emphasized in conversation with her that approval of the Iran resolution was our top priority and that the Dominican Republic should join us in opposing no-action motions. Cohen said she would communicate our views to the senior levels of the MFA. On November 16, Ambassador delivered a separate demarche on the Iran resolution to Foreign Minister Carlos Morales Troncoso, who replied that the Dominican Republic would vote in favor of that resolution (as already reported Ref B).
