Ambassador delivered reftel talking points to Foreign Minister Carlos Morales Troncoso on November 16, and urged that the Dominican Republic speak up in support of the U.S. agriculture proposal in WTO meetings and with EU member governments. We also left those points and similar points in previous guidance as non-papers. The Foreign Minister did not have an immediate reply, pending review of our position by MFA officers. ¶2. Embassy will report any substantive results and will take additional opportunities to present U.S. views prior to the Hong Kong ministerial in mid-December. KUBISKE
