On November 15, 2005, US law enforcement officials returned alleged Paulino Castillo gang members Lidio Arturo Nin Terrero and Tirso Cuevas Nin, as well as alleged Hidalgo gang member Cristian de Jesus Gaston Ramos, to the Southern District of New York for trial based on a variety of federal indictments charging narcotics related offenses and, in the case of Gaston Ramos, murder and conspiracy to commit murder. Indictment number S6 04 CR-1352 (KMW) and S6 04 CR-1353 (KMW) charged Nin Terrero and Cuevas Nin respectively with both conspiracy to import cocaine and distribution of cocaine with the intent to import into the United States. Indictment S4 02-CR-401 (KMW) charged Gaston Ramos with conspiracy to commit murder, murder, and both conspiracy to distribute and possession with intent to distribute heroin and cocaine, as well as money laundering. ¶2. Following the issuance of a Dominican arrest warrants based on USG requests for extradition, the fugitives were apprehended by officers of the Dominican National Directorate for Drug Control: Nin Terrero and Cuevas Nin on June 11, 2005; Gaston Ramos on July 17, 2005. All were ultimately found extraditable by the Criminal Chamber of the Dominican Supreme Court after multiple appeals. Extradition was then approved in separate presidential decrees. ¶3. With these extraditions, 44 fugitives have now been returned to the United States during the second administration of President Leonel Fernandez. Thirty-one (31) fugitives have now been extradited to the United States in this calendar year. HERTELL
