(SBU) On August 23 Deputy Foreign Minister Alejandro Liriano listened carefully to DCM's delivery of talking points concerning the Venezuelan initiative to exert control the OAS Social Charter undertaking. Liriano replied that the Dominicans are sending to the event their newly appointed ambassador to the OAS, Roberto Alvarez, but no one else. Alvarez will represent the Dominican Republic andt will not/not be acting in his capacity as head of the OAS Permanent Council. HERTELL
