Embassy on August 2 delivered reftel talking points as a
non-paper to MFA UN/OAS division chief Michelle Cohen and
requested a response by the August 3 deadline. She undertook
to respond after consulting with higher levels in the MFA,
but we were unsuccessful in reaching her or her deputy August
¶3. Embassy will report any substantive response.
