1. Embassy delivered reftel points April 18 and, after daily
followups, obtained response April 21. Vice Foreign Minister
Alejandra Liriano will represent the Dominican Republic at
the Community of Democracies Ministerial in Santiago, since
Foreign Minister Carlos Morales Troncoso plans to be in Rome
with President Fernandez for the investiture of Pope Benedict
XVI. MFA UN/OAS director Michelle Cohen had no information
about specific proposals by the Dominican Republic, but
undertook to communicate any information she might obtain
prior to the meeting.
