(U) On April 7, 2005, Francis Velazquez Minyetty was extradited from the Dominican Republic to the United States in the company of a U.S. Marshal. Velazquez Minyetty, nicknamed the "King of Ecstasy", is wanted to stand trial in the Southern District of New York to stand trial on federal narcotics charges. ¶2. (U) Velazquez Minyetty was arrested by the Dominican National Directorate for Drug Control (DNCD) on an arrest warrant issued based on the USG's extradition request. DNCD was assisted by local DEA agents and the U.S. Marshals. ¶3. (U) Velazquez Minyetty us the seventeenth fugitive requested via extradition returned to the United States during the second administration of President Leonel Fernandez. He is the fourth fugitive returned from the Dominican Republic to the United States in 2005. HERTELL
