1. The Ambassador raised the U.S. proposal that the U.S. and
Chile conclude an exchange of diplomatic notes to cover
Calendar Year 2006 military exercises with Deputy Foreign
Ministry Cristian Barros on December 21. The Ambassador
advised Barros that the Embassy had delivered a diplomatic
note on the subject the previous week (ref A). He explained
the U.S. was proposing an exchange of notes similar to the
one concluded for 2005 exercises, with one difference: the
U.S. was asking that DOD personnel be accorded status
equivalent to the administrative and technical staff of the
Embassy, but not/not that these personnel be accredited to
the Embassy.
2. Barros acknowledged the difference, and confirmed the
Foreign Ministry had received the diplomatic note.
