SECSTATE 197220 ¶B. 04 SANSALVADOR 003231 ¶1. (C) On November 9, 2005, PolOff delivered unclassified Reftel talking points to Jorge Santibanez, GOES Director of Migration. Santibanez relayed that the Minister of Governance would have to declare Aleman and his family members as persona non grata in order to deny the Aleman family physical access to El Salvador. He also desired to consult with the Foreign Ministry relative to the legality of denying entry to Central Americans under the region's new open borders policy (Ref B). If the Ministries of Governance and Foreign Relations agree, Santibanez will order migration officials at the airport and at all land borders to deny entry to the Aleman family. He asked for two weeks to review our request. ¶2. (C) On the same day, PolOff delivered unclassified Reftel talking points to Rolando Monroy, Director of the Financial Investigations Unit in the Attorney General's office. Monroy advised that Nicaragua had made a similar request to freeze assets about two years ago. He was not immediately aware if any assets were found in El Salvador, or if any were seized. He relayed that the Attorney General's office would be willing to take such action under the No Safe Haven policy. He asked for two weeks to find the results of the investigation started at the request of Nicaragua. (Septel). Barclay
